To me, cloud means commodity hardware, global distribution, and application level resiliency, but frankly it's in the eye of the beholder. Companies like RingCentral aren't actually in the Cloud (is anybody in the cloud?), it's just a great marketing term. I'm happy to talk at length about any of these solutions. We charge $35/seat for fully supported installs with trunking included, but if you want something that's $0/user you can just install it yourself on AWS. We have a VAR network nationwide that provides support services if necessary, but it's basically plug and play :). So you can run Kazoo (the 2600hz platform) for free and it has all of the features of a Ring Central (BUT IT'S OPEN-SOURCE!). Hello! This is my favorite topic ever :D.
